Notes: To build Tianjin into a pioneer city in artificial intelligence and a birthplace for intelligent solutions, the theme of the paralleled forums is “intelligent science and technology leads and creates future”. The forums cover intelligent transportation, intelligent healthcare, intelligent agriculture, smart city, smart finance and smart manufacturing. The competitions include World Intelligent Driving Challenge, China (Tianjin) Industrial APP Innovation and Application Competition, China Hualu Cup·Data Lake Innovation and Entrepreneurship Competition, RoboCup Asia-Pacific Tianjin Invitational Tournament, International Intelligent Games and “Fifth Space” Cybersecurity Innovation Competition.

世界智能大会简介

Overview of the World Intelligence Congress

世界智能大会作为世界智能科技领域学术交流、展览展示、开放创新、深化合作的盛会，自2017年起已成功举办三届。大会首提“智能科技”，以“推进人工智能同经济社会发展深度融合、构建人类命运共同体、打造世界人工智能先锋城市”为目标，在传播先进理念、搭建国际平台、发布产业政策、深化战略合作等方面取得了显著成果。国家主席习近平专门为第三届世界智能大会发来贺信，提出要通过世界智能大会，搭建交流合作、共赢共享的平台，推动新一代人工智能健康发展，更好造福世界各国人民。

Since 2017, the World Intelligence Congress (WIC) has been successfully held three times and has become a top-level event in the global intelligence science and technology field for academic exchanges, exhibitions, open innovation and deepening cooperation.  The WIC, with the goal of boosting the deep integration of artificial intelligence with economic and social development, building a community of shared future for mankind, and creating a world-class pioneer city in artificial intelligence, first floated“intelligent science and technology” and made remarkable achievements in the dissemination of advanced concepts, the establishment of an international platform, the release of industrial policies, and the deepening of strategic cooperation. President Xi Jinping of the People’s Republic of China sent a congratulatory letter to the opening of the WIC. In the letter, he proposed to build a platform for communication, cooperation and win-win sharing through the WIC to promote the healthy development of the next generation of artificial intelligence (AI) and better benefit the people of all countries in the world.

世界智能大会有以下几个特点：

Characteristics of the 3rd WIC

一是规格较高。世界智能大会由国家发展和改革委员会、科学技术部、工业和信息化部、国家广播电视总局、国家互联网信息办公室、中国科学院、中国工程院、中国科学技术协会和天津市人民政府共同主办；第三届大会与联合国教科文组织、国际工程组织联合会形成了深度合作；阿里巴巴、百度、华为、波士顿、ABB集团等15家国内外企业作为第三届大会战略合作伙伴。

First, it featured high specification. The 3rd WIC was co-sponsored by the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the National Radio and Television Administration, the Cyberspace Administration of China, the Chinese Academy of Sciences, the Chinese Academy of Engineering, the China Association for Science and Technology and the Tianjin Municipal People’s Government. The 3rd WIC was engaged in deep cooperation with the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the World Federation of Engineering Organizations (WFEO), and developed strategic partnership with 15 enterprises including Alibaba, Baidu, Huawei, BCG and ABB.

二是内容丰富。大会举办多场主论坛和专题论坛、闭门交流会、培训讲座，推动智能科技的落地、共享；同期举办世界智能科技展，157家国内外企业和机构参展，累计52.1万人次观展；举办中国（天津）工业App创新应用大赛、中国华录杯·数据湖创新创业大赛、亚太机器人世界杯天津国际邀请赛、世界智能水下机器人挑战赛、首届国际智能体育大会等多项赛事活动，形成了会展赛+智能体验“四位一体”平台。闭幕会上，主持人搭乘无人车，依托多模态合成技术，生成爱因斯坦形象和语音，进行一场“超时空对话”。

Second, it had a wide-ranging agenda. The 3rd WIC included main forums, thematic forums, closed-door meetings and training lectures, which promoted the implementation and sharing of intelligent science and technology. During the Congress,a world intelligent science and technology exhibition was held，with 157 domestic and foreign enterprises and institutions exhibiting and 521,000 visitors attending. The 3rd WIC also held a variety of competitions, including China (Tianjin) Industrial App Innovation & Application Competition, China Hualu Cup·Data Lake Innovation and Entrepreneurship Competition, World Intelligent Underwater Robots Challenge, RoboCup Asia-Pacific Tianjin Invitational Tournament 2019 and the 1st International Intelligent Games. All this helped form a “four in one” international platform of intelligent conferences, exhibitions, competitions and intelligent experiences. At the closing ceremony, taking an unmanned car, the host conducted a “dialogue over time and space” with Einstein whose image and voice were generated by the multi-modal synthesis technology.

三是学术性强。第三届世界智能大会以“智能新时代：进展、策略和机遇”为主题，39位国内外专家学者、企业家在开幕式和高峰会上发表致辞和演讲，共话智能科技产业新成果、新趋势、新蓝图。大会吸引了来自全球5000多位中外政要、科学家、企业家、院士专家齐聚一堂，探讨智能科技前沿趋势，展望智能产业发展，为大会奉献了一道道思想盛宴。34场分论坛场场爆满，围绕智慧城市、5G产业、工业互联网、人工智能与安全、智能健康与医疗、人工智能与法治等主题，进行高端交流和思想碰撞。

Third, it was highly academic. Under the theme of “Intelligence New Era: Progress, Planning and Opportunity”, the 3rdWIC attracted 39 experts, scholars and entrepreneurs from home and abroad who delivered speeches at the opening ceremony and summits, and shared new achievements, new trends and new blueprints of the intelligent science and technology industry. The 3rd WIC gathered more than 5,000 dignitaries, scientists, entrepreneurs, academicians and experts from all over the world, who discussed the cutting-edge trend of intelligent science and technology and looked forward to the development of the intelligent industry. Focusing on such topics as smart city, 5G industry, industrial Internet, artificial intelligence and safety, intelligent healthcare, and artificial intelligence and the rule of law, 34 well-attended paralleled forums provided a high-end platform for exchanges and communication.

四是突出产业。大会期间，天津市与工业和信息化部、中国工程院、中国科协签署全面战略合作协议；发布了《天津市加快推进智能科技产业发展的若干政策》，设立了百亿智能制造专项资金、千亿级智能科技产业基金，出台了“海河英才”行动计划，为智能科技产业发展提供了有力支撑；第三届世界智能大会期间签约项目145项，预计投资额1210.2亿，建立起市区联动的智能科技产业项目推动机制，累计促成3717项智能科技产业项目签约落地，协议投资额2311亿元，确保将大会影响力转化为产业竞争力，“以会兴业、以会引才、以会聚财”成果显著。

Fourth, it highlighted the intelligent science and technology industry. During the 3rd WIC, Tianjin signed a comprehensive strategic cooperation agreement with the Ministry of Industry and Information Technology, the Chinese Academy of Engineering and the China Association of Science and Technology. The Congress published Policies on Accelerating the Development of the Intelligent Science and Technology Industry, established the 10 billion special funds for smart manufacturing and the 100 billion funds for the intelligent science and technology industry, and rolled out the “Haihe River Talent” Action Plan. All this provided powerful support for the development of the intelligent science and technology industry. The Congress witnessed 145 projects signed with an estimated investment of RMB 121.02 billion (USD 17.2 billion) and a promotion mechanism for intelligent science and technology projects was established to facilitate the coordinationbetween the city and its affiliated districts, which resulted in 3,717 signed projects and an agreement investment of RMB 231.1 billion (USD 32.8 billion). These efforts aimed to translate theinfluence of the Congress into industrial competitiveness.Remarkable achievements were thus made in invigorating the industry, gathering talents and attracting investment through the Congress.

目前，天津智能科技产业已形成自主安全可靠、大数据和云计算、智能网联车、智能终端、先进通信、机器人、智能安防、智能制造、智能医疗9大优势领域，集聚智能科技高新技术企业300余家，年主营业务收入超过1000亿元。

At present, Tianjin’s intelligent science and technology industry has covered nine advantageous areas—independence, safety and reliability, big data and cloud computing, intelligent connected vehicles, intelligent terminal, advanced communication, robots, intelligent security, intelligent healthcare and smart manufacturing. It is home to more than 300 intelligent high-tech enterprises with annual revenue from main business of over RMB100 billion (USD 14.21 billion).

第四届世界智能大会举办时间初步定于2020年4月23日至26日，主题暂定为“智能新时代：融合、创新与生态”。届时，将有来自世界智能科技领域最具影响力的学术权威、行业精英、国际机构、专业媒体来津参会，激荡思想、碰撞智慧、凝聚共识、共话未来。本届大会将汇集全球智能科技前沿理念、顶尖技术、高端产品，打造引领智能时代潮流，最具权威、最具品质、最具规格的国际盛会。

The 4th WIC will be tentatively scheduled for April 23-26, 2020 and its theme is tentatively “Intelligence New Era: Integration, Innovation and Ecology”. The most influential academic authorities, industrial elites, international institutions and professional media from the world’s intelligent science and technology field will gather in Tianjin for the grand event, in which they will stir thoughts, generate the spark of wisdom, build consensus and discuss the future. The Congress will attract frontier ideas, top technologies, high-end products in global intelligent science and technology, as well as create the most authoritative, quality and standard global event taking lead in the trend of the intelligent era.
